2026 Reappraisal Complete; New CAUV Soil Rates Released
Ashtabula County Auditor Scott Yamamoto announced that the 2026 reappraisal is complete, tentative values have been approved, and the Ohio Department of Taxation (ODT) has released new CAUV soil rates. Ashtabula County is one of 41 counties undergoing reappraisal or triennial update for January 1, 2026.
“This was a full reappraisal of every property in the county,” Yamamoto said. “It occurs once every six years and is completed over roughly 24 months.” He emphasized that mass appraisal differs significantly from financing appraisals.
"Neighborhoods and market trends are analyzed as a whole," he explained. "We use Multiple Listing Service (MLS) data to verify property characteristics when available, compare the values to recent sales, and conduct a final field review parcel by parcel before submitting values to the Ohio Department of Taxation."
“ODT requires property values to reflect 100% of market value as reflected by sales prices, but markets fluctuate seasonally, and financing can influence sales prices,” Yamamoto noted.
“The local market remains strong, with most properties selling at or near list price. We regularly speak with realtors and lenders to monitor trends. We also recognize that properties are often updated prior to being sold, and those sales do not always reflect the values of properties that have not been improved or updated. This is why a field review is an important part of the process.”
CAUV soil rates have decreased for 2026. Non-commercial woodland is now set at $230 per acre, and crop soil rates decreased 4–34%, with an average reduction in soil rate of approximately 11%. CAUV rate comparisons from 2011 through 2026 can be viewed on the Auditor's website under Real Estate > CAUV > Soil Rates.
Value notices are being mailed out on 7/20/26 on oversized postcards to ensure they are easily recognized. Each postcard includes the new total value and updated CAUV value, where applicable.
Properties with Recent Construction
Data entry is still being completed for properties with construction or remodeling completed in 2025 or that are still ongoing. Values may change, and property owners are welcome to contact our office to verify their information.
The Auditor's website will not display the new values until the tax year changes from 2025 to 2026 at the end of the year, as the current tax year values must remain available while 2025 taxes are still being collected.
Due to new deadlines established by the Ohio Department of Taxation, final values must be submitted significantly earlier than in previous appraisal cycles. As a result, the time available for public inquiry and comment will be brief.
“This year, with tax reform legislation implementation pushing tax bills later than usual, the reappraisal, the timing of when the soil rates were released by the State (July 3), and the new deadline for final value submission, everything took longer to complete for all counties preparing new values,” Yamamoto stated. “I encourage everyone to review their property on the revaluation website as soon as possible so they have as much time as possible to review their information and contact us with any questions.”
Ashtabula County will accept online-only submissions through 11:59 p.m. on August 9, 2026. Property owners without internet or computer access may contact the Auditor's Office for assistance. The County will use the same online portal utilized during the 2020 and 2023 appraisal cycles, allowing property owners to upload up to three documents or photos with their request.
